Copy the picture in the one of the following directories ( Portrait root directory : ../portraits/) :
portraits/male/human
portraits/male/khuzdul
portraits/male/sindarin
portraits/female/human
portraits/female/khuzdul
portraits/female/sindarin
You'll then be allowed to choose the new portrait.
